Where Any Facility Begins

The construction, reconstruction, or development of any facility begins with obtaining electrical capacity.

It is the connection to the electrical grid that determines a facility's permissible parameters, scale, functionality, and further development.


The connection process is governed by current Ukrainian legislation and requires strict compliance with established procedures and deadlines.

1 /Obtaining technical conditions

The starting point of any project is obtaining technical conditions (ТУ) and and drawing up the technical specification for design from the distribution system operator (ОСР), such as:

  • DTEK
  • JSC Ukrzaliznytsia
  • CEK
  • other distribution system operators

Technical conditions define:

  • permitted capacity
  • connection point
  • requirements for power supply schemes
  • conditions for redundancy and electricity metering

2 /Design and approval

To start construction and installation work, it is necessary to:

  • develop a power supply project for the facility
  • agree the design documentation with the distribution system operator
  • if necessary, carry out land allocation procedures for placing DSO grid facilities

An approved project is a mandatory condition for further implementation of the facility.

3 /Implementation and Commissioning

After construction and installation work is complete, it is necessary to:

  • confirm that the technical conditions have been met
  • obtain a certificate confirming compliance with the ТУ
  • commission the facility in the established manner

4 /Contractual relations

After the facility is commissioned, the following are concluded:

  • electricity distribution agreements with the DSO
  • electricity supply agreements with the chosen supplier.

Alternative Energy and Generation

Alternative energy and generation facilities are subject to additional procedures:

obtaining a license from the NEURC (if necessary)

obtaining and confirming the feed-in tariff

concluding agreements:

  • 1 / for generation under the model «Active Consumer»
  • 2 / for generation under the model «Producer»
  • 3 / з NEC Ukrenergo
